Program Description  

The Principal Certification Program is a fully online program designed to prepare dynamic leaders capable of navigating and responding to the evolving challenges of PK–12 educational leadership across Texas. Offering the certification courses and preparing graduates for the Texas principal certification exams, the program equips them for key leadership roles, including teacher leaders, department heads, campus assistant principals, principals, and central office administrators. The central focus of the program is developing strong instructional leadership practices that drive school improvement and support high-quality teaching and learning.

Student Learning Outcomes 

Principal Certification Candidates be able to: 

  • Design and implement evidence-based practices that improve instructional quality, foster student achievement, and support continuous school improvement. 

  • Demonstrate knowledge of the Texas Principal standards.   

Principal Certification Requirements 

At Texas A&M University-Corpus Christi, an individual must participate in a faculty approved review and be permitted by the program coordinator to take the state Principal Examination.  

A student has seven (7) years to complete all course work to earn a Principal Certification and has the approval to take the principal certification exam. Please note that no course may be older than seven (7) years at the time a student attempts the principal certification exam. Students not completing the program within the allotted time will not be approved to take the principal certification exam and may be required to complete additional coursework or satisfy other requirements to receive such approval. 

In the event a candidate fails the principal exam, the state mandates a 30 day wait period before a retest is available.  Students who do not pass a state exam will be required to complete an assigned remediation activity (such as a review session or similar) before test approval is granted.  Program coordinator will determine the remediation activity after an assessment of the individuals' test results has been completed. 

Candidates who have not taken and passed the certification exam and/or applied for certification within seven (7) years of program completion date will be required to repeat or complete additional coursework, pass practice exams and engage in the services of outside test preparation.  Failure to complete all requirements in the certification process within this time frame may render the candidate ineligible to continue testing or be recommended for certification by Texas A&M University-Corpus Christi.  Texas A&M University-Corpus Christi reserves the right to deny certification recommendations beyond seven (7) years of candidate program completion without any further consideration.  Appeals related to any portion of this program policy must be made in writing to the Dean of the College of Education and Human Development of Texas A&M University-Corpus Christi, with information copies of the appeal provided to the appropriate department chair and program coordinator.

Admissions Requirements 

To be eligible for admission into Principalship Certification (either as part of the Masters in EDAD or for Certification only), the following requirements must be met: 

 
  • Master’s degree from a university accredited by an agency recognized by the Texas Higher Education Coordinating Board; 

  • Hold a teacher certificate issued by the TEA or the equivalent issued by another state or country. (Note: By the point of seeking certification, the candidate must have two complete years of teaching experience.) 

  • Graduate GPA of 3.0 or greater; or *Conditional Admission as above, and 

  • MUST have provided a signature where appropriate and uploaded all TEA required documents into the Apply Texas portal, including: 

  • The TEA Educator Code of Ethics, 

  • FERPA document, 

  • PCH (Preliminary Criminal History), and 

  • Educator Service Record. 

  • Candidate acknowledges that ultimate certification is contingent upon submission of these documents, AND, ADDITIONALLY, 

  • Submission of a TEA technology fee of $35 is required upon acceptance of program participation. 

  • Commitment from a certified principal to support the candidate is completed during the practicum experience.

Note: The Educator Service Record may need to be updated at the point of certification if the individual entered the program with less than two years of service.  

Program Requirements

Program Curriculum 

Coursework is designed to support the Texas Principal Standards Chapter 149 Subchapter BB (149.2001): 

  • Standard 1 – Instructional Leadership - The principal is responsible for ensuring every student receives high-quality instruction. 

  • Standard 2 – Human Capital - The principal is responsible for ensuring there are high-quality teachers and staff in every classroom and throughout the school. 

  • Standard 3 – Executive Leadership - The principal is responsible for modeling a consistent focus on and commitment to improving student learning. 

  • Standard 4 – School Culture - The principal is responsible for establishing and implementing a shared vision and culture of high expectations for all staff and students. 

  • Standard 5 – Strategic Operations - The principal is responsible for implementing systems that align with the school's vision and improve the quality of instruction. 

In addition, the following TExES 268 Principal as Instructional Leader Domains and Competencies are addressed in the coursework: 

DOMAIN I — SCHOOL CULTURE (School and Community Leadership) 

  • Competency 001: The entry-level principal knows how to establish and implement a shared vision and culture of high expectations for all stakeholders (students, staff, parents, and community). 

  • Competency 002: The entry-level principal knows how to work with stakeholders as key partners to support student learning. 

DOMAIN II — LEADING LEARNING (Instructional Leadership/Teaching and Learning) 

  • Competency 003: The entry-level principal knows how to collaboratively develop and implement high-quality instruction. 

  • Competency 004: The entry-level principal knows how to monitor and assess classroom instruction to promote teacher effectiveness and student achievement. 

DOMAIN III — HUMAN CAPITAL (Human Resource Management) 

  • Competency 005: The entry-level principal knows how to provide feedback, coaching, and professional development to staff through evaluation and supervision, knows how to reflect on his/her own practice, and strives to grow professionally. 

  • Competency 006: The entry-level principal knows how to promote high-quality teaching by using selection, placement, and retention practices to promote teacher excellence and growth. 

DOMAIN IV — EXECUTIVE LEADERSHIP (Communication and Organizational Management) 

  • Competency 007: The entry-level principal knows how to develop relationships with internal and external stakeholders, including selecting appropriate communication strategies for particular audiences. 

  • Competency 008: The entry-level principal knows how to focus on improving student outcomes through organizational collaboration, resiliency, and change management. 

DOMAIN V — STRATEGIC OPERATIONS (Alignment and Resource Allocation) 

  • Competency 009: The entry-level principal knows how to collaboratively determine goals and implement strategies aligned with the school vision that support teacher effectiveness and positive student outcomes. 

  • Competency 010: The entry-level principal knows how to provide administrative leadership through resource management, policy implementation, and coordination of school operations and programs to ensure a safe learning environment.
